Making BAM Happen: COP31 Strategy Huddle
Invitation Only
COP31 offers an opportunity to advance international cooperation on just transition through the development of the Belém–Antalya Mechanism (BAM). Civil society has an essential role in shaping a mechanism that responds to national and local needs, protects rights, and enables meaningful participation by workers and communities affected by the transition.
Ahead of the climate negotiations in Antalya, the Stanley Center for Peace and Security and Climate Action Network International will convene civil society representatives and just transition experts for an informal strategy huddle. Participants will assess the state of discussions under the Just Transition Work Programme, consider proposals for the mechanism’s design and implementation, and identify shared priorities for COP31.
The workshop builds on a series of dialogues throughout 2025 and 2026, including a preparatory virtual conversation on October 27. It will provide space to discuss differing perspectives, strengthen relationships across constituencies, and identify practical opportunities for coordinated engagement during the negotiations.
