Reframing the Climate Debate

Perhaps the one broad certainty, however, is that not only does climate change affect nations and communities differently, but the answers are also quite different.
In February the Stanley Center and the Observer Research Foundation hosted a conference in New Delhi to unbundle the different policy responses resulting from the multilateral negotiations so far and analyze their impact on the evolution of current and future multilateral frameworks.
