Law and Order: Tools for Building State Protection Capacity by Sean McFate, Ph.D., will be launched in Washington, DC. The policy analysis brief (PAB) is the third in a series of four analyzing structural weaknesses in states such as an illegitimate or corrupt security sector that can give rise to violence and mass atrocity crimes. The PAB will address the reform and the transformation of the security sector into a professional, effective, legitimate, apolitical sector that supports the rule of law.
